It may simply fall the wrong way, so runoff heads toward the house instead of away from it. That is a grading problem and it is usually the cheapest to correct.
There may be a low point with no outlet. Water collects and has nowhere to drain to, so reshaping the surface only relocates the puddle. That needs a piped system.
Or the volume may be the problem, with roof runoff from every downspout concentrating into one corner faster than clay can take it.
Most properties here have more than one of these happening at once. Working out which combination you have is the difference between a system that works and one that moves the problem three metres to the left.
Cheapest option and the right one when the yard falls the wrong way but there is somewhere for water to go. Reshape the slope so runoff leaves on its own.
What most residential jobs here call for. Sealed pipe carries water to a discharge point without relying on gravel to stay clear, so it keeps working as the clay moves.
For a specific low spot that holds water. Collects at the surface and pipes it away. Usually combined with a French drain rather than used alone.

Small elevation differences decide everything. A slope you cannot see by eye is enough to send runoff at the foundation.
Downspouts concentrate volume. Their discharge points are often the real cause of a low spot that will not dry.
A drain needs an outlet. Street, swale, or somewhere on the property that can take it without moving the problem next door.
Saturated clay behaves differently from clay that drains. It changes trench depth, aggregate and whether fabric is needed.

Gulf Coast clay does not absorb water at anything like the rate sandy soil does. Once the top few inches are saturated the rest has nowhere to go, so it sits in the lowest part of the yard until it evaporates. That is a grading and drainage problem, not a soil quality problem you can fertilise away.
A catch basin is a collection point for surface water at one low spot. A French drain is a linear system that intercepts water along its whole length, including water moving underground. Most properties need some combination, which is what the site visit sorts out.
